Laurent Fabius, Minister of Foreign Affairs and International Development, and Ségolène Royal, Minister of Ecology, Sustainable Development and Energy, welcome the adoption on 12 April in Berlin of the 3rd volume of the IPCC assessment report regarding mitigation policies on climate change.
In view of the speeding of greenhouse gas emission, the report confirms the necessity to act without delay and to go beyond already initiated policies, as France is doing with its coming planning law on energy transition. The report describes different options through which it is possible to respect the 2 degrees maximum limit for global warming in order to stem the effects of climate change.
The fight against climate change is an opportunity: with due regards to the choices made by each country the report underlines possible benefits for our economy of policies in favor of low carbon behavior, for instance in transportation, urban planning or energy efficiency of buildings. It outlines the role played by ecosystem and biodiversity conservation and by sustainable management of forests in the fight against climate change.
The IPCC works and its members’ appeal to international cooperation are an essential benchmark for the preparation of the agreement on climate that the international community is set to adopt in Paris in December 2015. France is totally mobilized to ensure that an ambitious agreement is concluded on that occasion. France is also determined to contribute to the adoption by the European Union of a robust set of energy – climate standards by 2030 with a 40 % emission reduction compared to 1990.
